The latest data show that the total number of patent transfer, license, pledge and other operations (hereinafter referred to as patent operation) in China reached 1.386 million times during the 13th Five Year Plan period, 2.5 times of the 12th Five Year Plan period, with an annual growth rate of 23.7%, exceeding the average growth rate of 9% in the 12th Five Year Plan; the financing amount of patent pledge reached 47.5 billion yuan, which was 3.1 times of the 12th Five Year Plan period. In 2020, the number of patent operations reached 400000, and the financing amount of patent pledge reached 15.8 billion yuan, which was 2.8 times of that at the end of the 12th Five Year Plan.
The number of patent operations in invention, strategic emerging industries and cross provincial areas has been greatly improved, and the quality and efficiency have been greatly improved. The data show that the number of patent operations of invention in China has steadily increased during the 13th Five Year Plan period, with 785000 patent operations involving invention patents, an increase of 511000 times over the 12th Five Year Plan period, accounting for 56.7% of all patent operation activities. In particular, in 2020, the operating activities of invention patents reached 59.9%, which reached a record high, and the invention patents with higher technology content were fully operated on the market. Meanwhile, the patent operation of strategic emerging industries is more active. During the 13th five year plan, there are 35000 patent operations involving strategic emerging industries, an increase of 161000 times over the 12th Five Year Plan period.
The number of patent operations in enterprises, colleges and universities and the central and western regions has increased rapidly, and the key subjects and regional patent marketization operation capacity have been rapidly improved. The data show that during the 13th five year plan, the number of patents transferred and licensed by colleges and universities was 76000 times, 2.5 times that of the 12th Five Year Plan period. In 2020, the proportion of enterprises as patent assignees, licensees and pledged Pledgors will reach 93.3%, which is 2.1% higher than that of the end of the 12th Five Year Plan. During the 13th Five Year Plan period, the number of patent operations in central and Western China reached 300000 times, 3.2 times that of the 12th Five Year Plan period, with an annual growth rate of 33.6%, which exceeded the national average growth rate of nearly 10 percentage points during the 13th Five Year Plan period.
The construction of intellectual property operation service system has reached 37 key cities, which has significantly enhanced the driving role of the development of patent operation in China. Since 2017, four groups of 37 key cities have carried out the construction of intellectual property operation service system. The data show that since the start of the construction, four innovation subjects in 37 key cities have carried out 4.07000 patent operations, and obtained 16.89 billion yuan of patent pledge financing. In 2020, the number of patent operations in 37 key cities reached 18000, and the amount of patent pledge reached 80.89 billion yuan, accounting for 46.4% and 51.9% of the total number of patents; the number of patent operations increased by 39.5% year-on-year, 7.5% higher than the national average growth rate; the financing amount of patent pledge increased by 54.3% year-on-year, 13.3% higher than the national average growth rate, which played a leading role.
