The State Intellectual Property Office focuses on intellectual property services to support the innovation and development needs of small and medium-sized enterprises, and in-depth implementation of the intellectual property strategy promotion project of SMEs in combination with the Ministry of industry and information technology, actively issues and promotes the implementation of a series of policy measures to support the innovation and development of small and medium-sized enterprises. In 2020, over 20000 small and medium-sized enterprises will receive intellectual property custody services; nearly 8000 small and medium-sized enterprises will receive about 60billion yuan of intellectual property pledge financing; 53000 enterprises have passed the certification of the implementation of intellectual property rights, most of which are small and medium-sized enterprises; 5729 national demonstration enterprises with intellectual property rights advantages are cultivated, of which the proportion of small and medium-sized enterprises is over 76%. By the end of 2020, the R & D investment intensity, average effective patent ownership and the average number of pledge financing of intellectual property rights in the demonstration enterprises of intellectual property rights have reached 4.8%, 29.4 and 1.08 respectively, which is far higher than the average level of 2.2%, 2.9 and 0.01 enterprises in the national average.
1、 Accurately identify changes and help to cope with the situation of strategy and war
Timely check the difficulties and needs of small and medium-sized enterprises during the epidemic prevention and control, formulate the intellectual property response measures accurately, and help the epidemic prevention and control and economic and social development to achieve double success. First, we will quickly introduce targeted policy measures. In february2020, the State Intellectual Property Office, together with the General Administration of market supervision and the State Drug Administration, jointly issued ten policies to support the resumption of work and reproduction, extend the period for enterprises affected by the epidemic to handle patent, trademark and other matters, establish a fast channel for patent application, trademark registration and pledge registration, and about 3000 anti epidemic enterprises can realize financing through the green channel of pledge registration. In March, the "ten articles on promotion of application" were issued, green channels for pledge registration of patent trademarks were established, urgent measures such as immediate handling and equal treatment were introduced to support the production and sale of geographical indication products. We will strengthen the central and local governments to implement policies in coordination, guide and support the local intellectual property bureaus to issue intellectual property rescue and enterprise assistance policies, and over 70 relevant policies have been issued throughout the year, which strongly support the fight against and win the epidemic prevention and control and Resistance War. Second, guide the intellectual property service industry to stabilize and expand employment. In April, the notice of supporting and guiding the intellectual property service industry to actively respond to the impact of the epidemic and expanding employment was issued, promoting "first taking the post, then examination", reducing the training costs before examination, organizing and conducting special recruitment activities. In 2020, 1619 intellectual property service institutions were organized in all regions, 351 special recruitment activities, 648 publicity and training were held, and more than 9000 jobs were provided for the IP service industry.
2、 Reduce cost, reduce burden, change light clothes, improve quality and increase efficiency and ensure development
We will implement the reform of "putting off the management service", promote the quality and efficiency of patent examination, carry out the reform of trademark registration facilitation, reduce the cost of patent trademark registration and examination, and provide effective support for the innovation and development of small and medium-sized enterprises. First, we should continue to do a good job in patent trademark examination to improve quality and efficiency. We will speed up the intelligent construction of the examination system by using Internet, big data, artificial intelligence and other technologies, and promote the quality and efficiency of patent examination and trademark registration. By the end of 2020, the review cycle of invention patent has been reduced to 20 months, the high value patent review cycle has been reduced to 14 months, and the average review cycle of trademark registration has been reduced to 4 months. Second, optimize the review service. To meet the needs of SMEs in various innovation, we will provide centralized review, priority review, tour review and other examination services, and help SMEs to make patent reserves and layout. Third, reduce the fees for patent trademarks. We will greatly relax the conditions for reducing the payment of patent fees and reduce the standard of trademark fees. During the 13th Five Year Plan period, the accumulated expenses related to patent and trademark business processing were reduced by 47.17 billion yuan, effectively reducing the cost of intellectual property reserve and distribution of small and medium-sized enterprises. Fourth, promote the intellectual property business "one window through". We will conduct in-depth investigation on the national patent agency office and the trademark acceptance window, and comprehensively promote the realization of the "one window through office" of intellectual property business such as patents and trademarks. By the end of 2020, 27 provincial windows have been implemented in China, and 203 municipal and county windows have been renamed uniformly. Among them, Hangzhou hi tech Zone (Binjiang) has established an intellectual property comprehensive service center, including intellectual property business acceptance and comprehensive services, covering various types of intellectual property business, such as patents, trademarks, copyright, etc.
3、 Strive for progress and promote innovation, and focus on fostering and invigorating
We should strengthen the service of intellectual property rights of small and medium-sized enterprises, and strive to cultivate enterprises to form the advantages of intellectual property rights and improve the core competitiveness of small and medium-sized enterprises. First, improve the intellectual property management ability of small and medium-sized enterprises. Encourage small and medium-sized enterprises to implement the "enterprise intellectual property management standard" (gb/t 29490-2013), and improve the management ability of intellectual property rights. By the end of 2020, the number of enterprises in compliance with the standard has reached more than 5300, most of which are small and medium-sized enterprises. Second, we should strengthen the intellectual property services of small and medium-sized enterprises. The Ministry of industry and information technology has implemented the strategic promotion project of intellectual property of small and medium-sized enterprises, established a work system for intellectual property custody for small and medium-sized enterprises, and carried out pilot work in 35 small and medium-sized enterprises gathering parks in 20 pilot cities (districts). In 2020, it will provide intellectual property custody services for over 20000 small and medium-sized enterprises. We will promote the "intellectual property services of Wanli bank", deeply investigate the needs and difficulties of enterprises, and carry out more than 7000 activities with rich content and various forms, benefiting more than 50000 enterprises, most of which are small and medium-sized enterprises. Third, it will play a leading role in demonstration. In the process of cultivating national intellectual property superiority demonstration enterprises, we will increase the inclination to small and medium-sized enterprises. In 2020, 5729 national intellectual property superiority demonstration enterprises will be cultivated, of which 4354 small and medium-sized enterprises, accounting for 76% of the total number of the demonstration enterprises.
4、 Based on the demand, solve the problem and solve the urgent problem of financing and benefit enterprises
The CBRC will promote the financing and insurance of intellectual property pledge, and strive to alleviate the financing problems of innovative small and medium-sized enterprises, and help them to stabilize their operation and innovation. First, we should increase the financing of intellectual property pledge. The intellectual property pledge facilitation service is implemented, and the green channel for registration of patent trademark pledge is established, and the electronic registration of patent pledge is compressed to 1 working day. In 2020, the amount of intellectual property pledge financing reached 218 billion yuan, an increase of 44% year-on-year. Second, it supports the exploration of intellectual property securitization. In 2020, Shanghai and Shenzhen will issue 10 new intellectual property securitization products with a financing scale of 6.9 billion yuan, which will provide more convenient new financing channels for small and medium-sized scientific and technological enterprises. Third, improve the intellectual property insurance product system. The intellectual property insurance system covering 16 products of 4 insurance types is launched, involving trademark and geographical indication being infringed loss insurance and overseas tort liability insurance. In 2020, 3667 enterprises will have over 6900 patents, trademarks and geographical indications covered intellectual property insurance, with a guaranteed amount of RMB 19.4 billion.
5、 Promote development in coordination, unblock chain lifting capacity
We will open the whole chain of intellectual property creation, application, protection, management and service, and strive to strengthen the comprehensive protection capability of intellectual property system of small and medium-sized enterprises. First, strengthen the rapid and cooperative protection. In 2020, 14 intellectual property protection centers will be set up in the layout of key industries. There are 62 national intellectual property protection centers and rapid rights protection centers, with a total number of registered enterprises of nearly 18000, providing rapid collaborative services for small and medium-sized enterprises integrating rapid review, rapid confirmation of rights and rapid protection of rights. Second, the decision-making mechanism of patent navigation industry innovation and development should be promoted. According to different application scenarios such as regional industrial planning and enterprise operation and development, seven national standards of patent navigation guide (GB / t39551-2020) are formulated and issued, which provide methods and tool guidance for patent navigation practice of small and medium-sized enterprises. At the regional, industrial and enterprise levels, a number of patent navigation projects are promoted to improve the innovation efficiency of small and medium-sized enterprises. This practice has been recognized by the State Council as the third batch of innovation supporting reform initiatives to be replicated and promoted to the whole country. Third, establish the intellectual property operation service system. The system of intellectual property operation platform, which is integrated into four parts, namely "platform, institution, capital and industry", has been preliminarily built, and 37 cities are promoted to carry out the construction of intellectual property operation service system. Fourth, we should vigorously develop the intellectual property service industry. By the end of 2019, there were 66000 National IP service enterprises, 98% of which were small and medium-sized enterprises, up 8.2% year-on-year; about 820000 employees, up 2.6% year on year; operating income exceeded 21billion yuan, up 13.2% year-on-year. The public service capacity of intellectual property information has been continuously improved. By the end of 2020, 28 provinces (districts, cities) and 15 sub provincial cities have set up public service institutions for intellectual property information, and 51 technical and innovation support centers of World Intellectual Property Organization have been set up, and 60 national intellectual property information service centers of universities will be built.
